The working session was attended by, on MIE side, the members of Board of General Directors, Head of Control Committee, Chairman of Trade Union, Head of Personnel Committee, Finance and Accounting Committee, Economic, Planning and Technical Committee and General Director Assistant of the Corporation.
On Hanoi Mechanical Company, the working session was attended by Chairman, General Director, members of Board of General Directors, Chief Accountant, Chairman of Trade Union, Controller and professional departments and committees of the Company.

At the meeting, on behalf of Executive Committee of Hanoi Mechanical Company, General Director Phan Pham Ha reported to General Director Nguyen Khac Hai and MIE working group on business and production situation of the first 6 months of 2019, plan for the last 6 months; investment; financial management, capital withdrawal outside the sector; personnel management and others.

After having listened to the report of General Director of the Corporation, the opinion of Chairman, Deputy General Director, Chief Accountant, Heads of departments and committees, Controller of the Company and the opinions of Deputy General Director, professional committees of the Corporation, General Director of the Corporation made following conclusions:
1. Business and production
a) In the forthcoming period, the Company shall focus on direction in order to accomplish the assigned targets of business plan, which attaches special importance to:
- Speed up the productivity, increase the output of industrial production.
- Attach special importance to product quality management and administration, give priority to production quality goal.
- Agree with and encourage the limitation of trade and commerce activities as proposed by the Company in order to focus resources on producing and trading such main products as casting, structural equipment, synchronous products and precise mechanical spare parts.
b) Management Board of the Corporation has approved the development orientation of the Corporation for period of 2019-2021, vision by 2026. Based on the approved development orientation, Hanoi Mechanical Company shall plan the implementation in accordance with the defined goals and report to the Corporation by the end of 12/2019.
2. Investment
a) Final accounts of movement project:
- The final accounts must be submitted for the Corporation to give opinion before the approval.
- Require the company to comprehensively report the implementation of movement project, the detailed final accounts, submit the report to the Corporation before 30/9/2019.
b) Procurement plan for 2017 - 2018:
- Having accomplished the procurement plan, the Company is requested to carry out the settlement steps, approving the accomplished final accounts in accordance with the regulations on investment and procurement.
- For the exploited equipment, there are initially positive results; however, the economic effectiveness is not as high as expected.
3. Financial management
a) The implementation of conclusions made by General Director of the Corporation:
Having implemented some contents as required in conclusion No. 295/TB-MIE-VP dated 29/3/2019 and conclusion No. 1277/CV-MIE-TCKT dated 27/11/2018 on the implementation of conclusions made by Financial Supervisory Group of the Corporation.
The Corporation recognizes that the Company has made positive changes in the financial management.
b) Bad receivable liabilities:
It is suggested that the Company explain and clarify these liabilities, which points out cause (objective, subjective), responsibility (collective, individual) and the solutions to handling and reporting to the Corporation before 30/9/2019.
c) Profit distribution and deduction of funds:
It is suggested that the Company explain and clarify the reason why Decision No. 1360/QĐ-MIE-HĐQT dated 17/12/2018 approving the profit distribution project from 20/01/2017 to 31/12/2017 of Hanoi Mechanical One-member Limited Company. The report should be made to the Corporation before 30/7/2019.
d) Financial shortcomings:
It is requested that the Company report the financial shortcomings, including unsolved shortcomings arising in 2018 in accordance with the regulations on financial supervision before 30/9/2019.
e) Accounts of cost price, salary cost and cost of fixed assets depreciation, it is requested the Company that:
+ Regarding such norms as consumption level, machinery and equipment norms: It is requested that the Company finish and submit it for the Corporation to approve in accordance with the regulations to define, calculate the production cost correctly and adequately.
+ When signing contracts with partners, it is required to make business plan for each purchase order which clearly and fully define the cost of implementation and must be approved to ensure the economic efficiency before implementing the purchase order.
4. Personnel organization, salary
- Personnel management: The Company has made positive changes in recruitment, training, re-training, on-site training over the past year; it should be maintained and upheld in the next period.
- Use of aids for movement to support salary costs: The Company is required to use it for correct purpose, subject and in accordance with state regulations and ensure the efficiency.
- The Company is required to report on the use of aids for movement, specific and the use of aids for specific, detailed laborers and details should be submitted to the Corporation before 30/7/2019.
